Businesses will be able to apply discounts from now on to liquidate their stock
The BOE on Saturday, May 16, published Order SND/414/2020, of May 16, for the relaxation of certain national restrictions established after the declaration of the state of alarm in application of phase 2 of the Plan for the transition to a new normal.
Through this Order, Health establishes new measures in the different phases and allows commercial discounts throughout Spain.
The order also incorporates new conditions for making the restrictive measures of the state of alarm more flexible in the areas that will remain in phase 0 next week - the Community of Madrid, Barcelona and large urban areas of Castilla y León -, and also in those of Phase 1 - fourteen communities that represent the rest of the territory.
As far as Murcia is concerned, which is in phase 1 of de-escalation, the order softens some restriction measures, which fundamentally affect commerce.
Thus, starting today, Monday the 18th, the opening of commercial premises and the provision of similar services with a useful exhibition and sales area of less than or equal to 400 square meters is permitted.
In establishments with a larger useful area, it is established that the space that is reopened to the public can be limited by adjusting to this threshold.
The order also introduces a third additional provision on commercial or promotional actions that authorizes discounts in commercial establishments "accompanied by measures aimed at ensuring that crowds are not generated that prevent the maintenance of the safety distance, compliance with the limits capacity, or that compromise the rest of the measures established" in the order.
If these rules are not complied with, this provision adds, businesses must carry out the "immediate cessation of the aforementioned commercial or promotional actions if necessary."
Regarding sanctions, the order dictates that the municipal, regional or special police inspection services, each within the scope of their powers, will be responsible for monitoring compliance with the measures and instructing sanctioning procedures.
