To carry out these visits, the Labour Inspectorate officials will have the active collaboration of the State security forces and bodies, according to the draft of the Plan to which Europa Press has had access.<\/p>\n<p style=\"text-align: justify;\">Temporary reinforcements of inspections will also continue in both the Balearic and Canary Islands to increase inspection activities during the high tourist season with the aim of ensuring that the workforce employed complies with the conditions established by the current regulations. Regarding &#039;false self-employed&#039;, the Government wants inspectors to focus on their control, both from the point of view of the planning of actions and with regard to the number of inspection visits. In addition, it will develop inspection campaigns focused on the sectors most affected by this phenomenon.<\/p>\n<p style=\"text-align: justify;\">The Government intends to launch in August, within the framework of the Master Plan against Labour Exploitation 2018-2020, a plan to combat fraud in temporary contracts and another against abuses in part-time contracts. The design and execution of these two plans takes into account similar plans that have had good results, such as the one carried out by the Government of the Balearic Islands. However, these will not be the only two initiatives that Pedro S\u00e1nchez&#039;s Executive will carry out to eradicate irregular employment and Social Security fraud, since this Master Plan includes both immediate and medium-term measures.<\/p>\n<p style=\"text-align: justify;\">The Government&#039;s objective, according to the draft Plan, is to be more present in the workplace and to use the legally provided disciplinary and corrective measures to discourage such behaviour in companies.<\/p>\n<h3 style=\"text-align: justify;\">Review of the table of violations and sanctions<\/h3>\n<p style=\"text-align: justify;\">Furthermore, the Plan aims to ensure that the reforms to substantive labour legislation resulting from political dialogue and social dialogue are accompanied by a review of the list of infringements and sanctions of a social nature, particularly sanctions. This review will be carried out on a general basis, but with particular intensity and agility in certain areas.<\/p>\n<p style=\"text-align: justify;\">According to the draft, it is &quot;necessary to reinforce the sanctions associated with abusive temporary contracts, not so much with a punitive character, but with the aim of guaranteeing their coercive and dissuasive character.&quot; Thus, the aim is to establish a model that establishes an adequate balance between the deterrent effect of the sanction and the effect of the inspection action and to continue promoting the conversion of temporary contracts into permanent ones.<\/p>\n<p style=\"text-align: justify;\">In general, the Government believes that the current situation in which inspections do not lead to a sanction and only lead, in most cases, to the conversion of temporary contracts into permanent ones should end, because this &quot;can lead to fraudulent practices in certain companies in terms of temporary contracts and discourage the execution of initial permanent contracts to cover permanent needs of companies.&quot;<\/p>\n<h3 style=\"text-align: justify;\">Ten major measures against fraud<\/h3>\n<p style=\"text-align: justify;\">The Master Plan is structured around 10 major operational measures that aim to combat abuse and fraud in the use of temporary contracts, abuse in part-time contracts, excessive working hours and unpaid hours, and to correct non-compliance with salary issues and those arising from the outsourcing of activities.<\/p>\n<p style=\"text-align: justify;\">It also aims to curb gender discrimination, especially in terms of pay, and harassment, to promote actions against the violation of the fundamental rights of workers, to strengthen the fight against the informal economy and to address new forms of work provision in the digital sphere.<\/p>\n<p style=\"text-align: justify;\">The plan also includes measures to regularise the situation of workers who are under the figure of the &quot;false intern&quot;, to reinforce actions to reduce workplace accidents and to guarantee union rights to fight against labour exploitation. To make all this possible, the Executive will reinforce the human and material resources of the Labour and Social Security Inspection. Thus, it considers that it is evident to reinforce the staff by making public employment offers for this year and the next two (2019-2020) that &quot;significantly&quot; exceed those made so far that &quot;have barely served to cover the replacement rate&quot;. Therefore, the Executive will include a number of Inspector and Sub-Inspector positions that will be above 100% of the replacement rate with the aim of allowing a &quot;net and sustained&quot; increase in staff.<\/p>\n<p style=\"text-align: justify;\">The Government will also launch the State Labour and Social Security Inspection Agency, establish the Governing Council of the State Labour and Social Security Inspection Agency in September of this year and the General Council &quot;immediately afterwards&quot;. The Government intends to monitor and evaluate the plan through the Permanent Commission of the Governing Council and the Permanent Commission of the General Council of the State Labour and Social Security Inspection Agency.<\/p>\n<p style=\"text-align: justify;\">The plan will also be monitored in January 2019, with particular attention to the results of the shock plans against fraudulent temporary employment and the irregular use of part-time contracts; in July 2019 and in January 2020.<\/p>\n<h3 style=\"text-align: justify;\">Shock plans<\/h3>\n<p style=\"text-align: justify;\">The Government intends to approve &quot;immediately&quot; both the shock plan against fraud in temporary and part-time contracts in collaboration with the autonomous communities to act against the fraud implemented in both these contracts.<\/p>\n<p style=\"text-align: justify;\">The general objective of these two plans is to address and regulate fraud in these two areas and to generate a deterrent effect on those who promote these types of fraud that produce precariousness and possible situations of &quot;labour exploitation&quot;.
