Yesterday the Government published the Order SND\/307\/2020<\/a><\/strong><\/span>, March 30, which establishes the interpretative criteria for the application of Royal Decree-Law 10\/2020, of March 29, and the responsible declaration model to facilitate the necessary journeys between the place of residence and work.<\/h3>\n

Workers in companies declared \u201cessential\u201d by the Government in its decree of last sunday<\/strong><\/a> They must have a certificate that expressly authorizes them to travel for work reasons.<\/p>\n

Companies that provide this type of essential services will have to provide their employees with a certificate, a "responsible declaration", to allow their mobility to jobs, according to the Minister of Transport, Jos\u00e9 Luis \u00c1balos.<\/p>\n

The new rule is part of the package of measures with which the Government must specify the decree of March 29 on the granting of recoverable paid permits for employed people who do not provide essential services, in order to reduce mobility. of the population in the context of the fight against COVID-19. The decree has caused confusion among companies and workers, who ask for formal clarifications to work or suspend their activities with legal certainty.<\/p>\n

Specifically, by virtue of a Ministerial Order that Health will approve, the right of essential services workers to have this "responsible declaration" provided by their company or employer will be recognized.<\/p>\n

This declaration will certify that the worker is not included in the case of the recoverable paid leave approved by the Government and "will allow them to justify and facilitate their mobility and movement" to their workplace, as detailed by \u00c1balos.<\/p>\n

Furthermore, this document will "facilitate" the work that the Army and the State Security Forces and Corps carry out to control the movements of the population.<\/p>\n

In the case of self-employed workers, according to \u00c1balos, it will be enough for them to justify with a document that they are dedicated to one of the activities considered essential.<\/p>\n

At a press conference, the head of Transport, one of the delegated authorities during the state of alarm, stressed that the Decree that the Government approved this Sunday "does not order the cessation of activities", but rather "articulates a recoverable paid leave for those who "work in services not considered essential."<\/p>\n
