The aim is to streamline the procedures so that there are no further collapses in the SEPE, according to sources close to the negotiations confirmed to this newspaper.<\/p>\n<p style=\"text-align: justify;\">The Government met again this Monday with the social agents and, although an agreement was not reached, progress is continuing in a &quot;climate of understanding&quot; - according to the Ministries of Labour and Social Security - in reaching a consensus on how the employment regulation files will be until 31 May. This is one of the points that has already been settled: the deadline, although the Secretary General of UGT, Pepe \u00c1lvarez, criticised this Monday that the Executive is once again setting an end date, when what should be done is &quot;set a review date, not an expiry date&quot;.<\/p>\n<p style=\"text-align: justify;\">The conditions of the new ERTEs will be practically similar to the previous ones, with very few variations, sources from the Ministry explained to this newspaper, who were optimistic about closing the loose ends in the new meeting that they will have next Thursday, since they have set January 15 as the deadline so as not to rush \u2013as is usual\u2013 the negotiations until the last moment.<\/p>\n<p style=\"text-align: justify;\">There are two obstacles to the new extension. Social Security contributions are once again the main issue, as employers&#039; associations argue that companies should be exempt from paying 100% of the contributions of ERTE workers, since they are now in a much more complicated situation than at the beginning of the pandemic. Currently, depending on the type of file, the exemption ranges between 70% and 100% and no major changes are expected in this regard.<\/p>\n<p style=\"text-align: justify;\">The other obstacle is the current clause requiring companies to maintain employment by applying for an ERTE. Thus, they will not be able to fire any worker in the six months following its reactivation under penalty of having to return the exemptions of the entire workforce. The Ministry of Labour and the unions are reluctant to change this condition, but the employers&#039; association demands that it be softened or interpreted in another way, since the situation has changed and there will be companies that have no other choice but to make adjustments in order to survive. The president of the CEOE, Antonio Garamendi, thus requested that companies only have to return the contributions of the employees they dismiss and not those of all those who have applied for an ERTE.<\/p>\n<p style=\"text-align: justify;\">On the other hand, workers will in principle retain the same rights and will continue to receive 70% of the benefit and the &#039;zero counter&#039; will remain.
