The requirement, initially included in the subsidy reform, has been postponed for two years and will only become mandatory starting with the 2026 campaign.<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-d787a5e elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"d787a5e\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-2567dbf\" data-id=\"2567dbf\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e980543 elementor-widget elementor-widget-spacer\" data-id=\"e980543\" data-element_type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-682ebf4 elementor-widget elementor-widget-text-editor\" data-id=\"682ebf4\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"\" data-start=\"469\" data-end=\"990\">The Executive has backtracked and <strong data-start=\"535\" data-end=\"586\">suspends, for now, the new tax obligation<\/strong> which would force all unemployment beneficiaries to report to the Treasury regardless of their income. According to the <strong data-start=\"714\" data-end=\"749\">instruction issued by the SEPE<\/strong>, the measure is postponed because the subsidy reform \u2013 approved in May 2024 but in force since November 1 of that year \u2013 only affected the last two months of the 2024 fiscal year, making it impossible to require the full declaration.<\/p>\n<h3 class=\"\" data-start=\"992\" data-end=\"1017\">What changes this year?<\/h3>\n<ul data-start=\"1019\" data-end=\"1596\">\n<li class=\"\" data-start=\"1019\" data-end=\"1182\">\n<p class=\"\" data-start=\"1021\" data-end=\"1182\"><strong data-start=\"1021\" data-end=\"1059\">No specific obligation in 2025:<\/strong> Unemployment recipients will not have their benefits suspended nor will they be penalized if they decide not to file their 2024 tax return.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1183\" data-end=\"1413\">\n<p class=\"\" data-start=\"1185\" data-end=\"1413\"><strong data-start=\"1185\" data-end=\"1233\">The general limits of personal income tax remain in place:<\/strong> Anyone earning more than \u20ac22,000 in annual income from a single payer (or \u20ac15,000 from two or more payers, if one pays more than \u20ac1,500) is still required to file a tax return, just like any other taxpayer.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1414\" data-end=\"1596\">\n<p class=\"\" data-start=\"1416\" data-end=\"1596\"><strong data-start=\"1416\" data-end=\"1449\">Self-employed and IMV, no changes:<\/strong> Self-employed workers and beneficiaries of the Minimum Living Income continue to be required to file a tax return in all cases.<\/p>\n<\/li>\n<\/ul>\n<h3 class=\"\" data-start=\"1598\" data-end=\"1634\">The obligation is moved to 2026<\/h3>\n<p class=\"\" data-start=\"1636\" data-end=\"1920\">The Government maintains the intention that the declaration be mandatory for unemployment recipients, but the <strong data-start=\"1747\" data-end=\"1791\">The first campaign affected will be the 2026 campaign.<\/strong> (2025 returns). Until then, the situation remains as it was: only those who exceed the ordinary thresholds will file.<\/p>\n<h3 class=\"\" data-start=\"1922\" data-end=\"1948\">Context of the reform<\/h3>\n<p class=\"\" data-start=\"1950\" data-end=\"2048\">He <strong data-start=\"1953\" data-end=\"1995\">Royal Decree-Law of May 21, 2024<\/strong> introduced a new subsidy architecture that:<\/p>\n<ul data-start=\"2050\" data-end=\"2328\">\n<li class=\"\" data-start=\"2050\" data-end=\"2139\">\n<p class=\"\" data-start=\"2052\" data-end=\"2139\"><strong data-start=\"2052\" data-end=\"2088\">Gradually increases the amount<\/strong> (now \u20ac480) and expands beneficiary groups.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2140\" data-end=\"2219\">\n<p class=\"\" data-start=\"2142\" data-end=\"2219\">Allows compatibility <strong data-start=\"2165\" data-end=\"2189\">benefit and salary<\/strong> for an initial period.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2220\" data-end=\"2328\">\n<p class=\"\" data-start=\"2222\" data-end=\"2328\">It included the obligation to file personal income tax returns to improve income control and apply adjusted withholdings.<\/p>\n<\/li>\n<\/ul>\n<p class=\"\" data-start=\"2330\" data-end=\"2558\">However, the ten months during which the regulation was not in force in 2024 have led the Executive to postpone the measure to avoid burdening beneficiaries with procedures that would affect a very short period of time.<\/p>\n<h3 class=\"\" data-start=\"2560\" data-end=\"2597\">What beneficiaries should do<\/h3>\n<ul data-start=\"2599\" data-end=\"2999\">\n<li class=\"\" data-start=\"2599\" data-end=\"2708\">\n<p class=\"\" data-start=\"2601\" data-end=\"2708\"><strong data-start=\"2601\" data-end=\"2632\">Check annual income:<\/strong> If they do not exceed the general limits, they do not have to file the 2024 Income Tax Return.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2709\" data-end=\"2873\">\n<p class=\"\" data-start=\"2711\" data-end=\"2873\"><strong data-start=\"2711\" data-end=\"2742\">Keep documentation:<\/strong> In 2026, tax returns will be mandatory, so it&#039;s a good idea to keep your SEPE certificates and any other sources of income.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2874\" data-end=\"2999\">\n<p class=\"\" data-start=\"2876\" data-end=\"2999\"><strong data-start=\"2876\" data-end=\"2896\">Ask questions:<\/strong> The SEPE and the Tax Agency will publish updated instructions before the next campaign.<\/p>\n<\/li>\n<\/ul>\n<p class=\"\" data-start=\"3001\" data-end=\"3384\">With this decision, the Government seeks to give <strong data-start=\"3042\" data-end=\"3064\">legal security<\/strong> to more than two million unemployed people and prevent a lack of information from leading to sanctions or suspension of benefits. Meanwhile, unemployment recipients can breathe easy: <strong data-start=\"3281\" data-end=\"3328\">This year filing your tax return will be voluntary.<\/strong>, unless your income exceeds the usual limits.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>An instruction from the State Public Employment Service (SEPE) confirms that unemployment benefit recipients will not have to file their 2024 Income Tax Return this year.
