The Autonomous Community has obtained an extra 5.7 million euros from the ministry that allows additional support to be given to 43,000 unemployed.
One of the items that will be increased is the Zero Fee for young people and the long-term unemployed, with an increase of 1.6 million
The Region of Murcia has obtained 5.7 million euros of additional financing from the Ministry of Employment and Social Security for the execution of active employment policies during the current year 2018 and which will allow additional support to be given to 43,000 job seekers. Likewise, the total amount received exceeds 60 million euros and the extra financing obtained is higher than in 2017, when 3.6 million were received.
The Minister of Employment, Universities, Business and the Environment, Javier Celdrán, accompanied by the Government delegate in the Region, Francisco Bernabé, reported this Friday on these results and the future destination of these funds.
Of this extra allocation, 3.4 million correspond to a budgetary increase, and 2.3 million are received as a 'reward' for the effectiveness of the Region in meeting pre-established objectives in employment and training. This fund distribution model is based on the achievement of said objectives, agreed upon by all the autonomies and included in the 2017 Annual Employment Policies Plan.
The counselor Javier Celdrán stressed that "we have already accumulated several consecutive years as one of the autonomous communities with the highest compliance with the objectives set by the Ministry, and that has a reward: more financing and, therefore, more funds for initiatives that mainly benefit the unemployed from groups with more difficulties in the Region of Murcia”.
One of the items that will increase thanks to this additional financing will be the Zero Fee for young people and the long-term unemployed, with an increase that will be specifically 1.6 million euros. An additional 501,000 euros will also be allocated to the training offer for the unemployed, an additional 244,000 euros for specific guidance for the long-term unemployed, or an additional 200,000 euros for scholarships and aid for the unemployed who take SEF courses, among other items that will be reinforced.
The 'ordinary' financing of the Region for the execution of active employment policies through the SEF was 54.9 million euros, but thanks to this extra allocation it rises to 60.6 million. Of this figure, 27.9 million will go to the employment area (for lines such as employment guidance, specific itineraries for the long-term unemployed or aid to companies that hire the unemployed indefinitely), 30.9 for the training area (mainly courses for the unemployed), and 1.8 million for the modernization of offices and facilities.
This additional allocation will be added to the SEF budget, which already exceeded 92 million, and will reinforce the measures for young people who neither study nor work, the long-term unemployed and people at risk of social exclusion, among other groups to which the SEF provides priority attention. For its financing, the SEF has its own funds, funds from the European Union and those from the Ministry through the Sectoral Conference.
In the event of approval of the General State Budget for 2018 (currently in parliamentary proceedings), the final amount to be distributed among the autonomous communities would increase, and in the case of the Region of Murcia, it would obtain two million more euros that would be added to the current funds.
Achievement of goals
Some of the objectives that the Ministry proposes as priorities in advance and whose fulfillment has made it possible for the Region to obtain the extra funds are, for example, that the regional employment services favor the insertion of the unemployed with special difficulties in accessing employment; that the subsequent labor insertion of the participants in employment programs of social interest be promoted; the promotion of entrepreneurship as an inseparable part of the activation of the unemployed, or the adaptation of training to the needs of the labor market.
