Today, May 3, the BOE publishes 5 orders referring respectively to regulations on transportation, works and reforms, conditions for opening to the public in businesses and shops, and other specific regulations.

The Official State Gazette published this Sunday the ministerial orders that will govern phase 0 starting tomorrow in the whole of Spain and phase 1 in the islands of Formentera, Gomera, El Hierro and La Graciosa.

In a special edition, the BOE has published five orders to regulate this step in the de-escalation of the state of alarm in Spain due to the coronavirus pandemic.

The first order provides instructions on the use of masks in the different modes of transport and sets out requirements to ensure safe mobility in accordance with the plan for the transition to a new normal. According to the order, it is considered necessary at the present time to establish the conditions for the use of masks in the different modes of transport, as a cross-cutting measure to ensure the containment of infections, as well as to establish the criteria for vehicle occupancy and specify other measures aimed at ensuring the joint commitment of the population.

According to the order, the use of masks covering the nose and mouth will be mandatory for all users of bus, rail, air and sea transport. In the case of passengers on ships and boats, the use of masks will not be necessary when they are in their cabin. Likewise, it will be mandatory for users of public passenger transport in vehicles with up to nine seats, including the driver.

In another order, the suspension of works and renovations carried out in premises, dwellings or other delimited areas of the building that are not inhabited or to which residents do not have access while the works are in progress is lifted, provided that the conditions established in this order are met. Likewise, through this modification, access to non-sectorized areas of the building is permitted, in order to carry out specific operations to connect to the building's service networks that are necessary to undertake the works.

The most extensive and general order is the one that establishes the conditions for the opening to the public of certain shops and services, and the opening of archives, as well as for the practice of professional and federated sports. It is the one that sets the conditions for phase 0.

However, the order regulating phase 1 on the islands of Formentera, Gomera, El Hierro and La Graciosa has also been published. It relaxes certain social restrictions and determines the conditions for the development of retail trade and service provision activities, as well as hospitality and catering activities in the territories least affected by the health crisis caused by COVID-19.

Finally, the BOE also includes the order regulating the co-governance process with the autonomous communities and cities of Ceuta and Melilla for the transition to a new normality.
