The campaign multiplies the number of inspections by four compared to those carried out last year

The Ministry of Economic Development, within the framework of the 2017 Industrial Inspection Plan, plans to carry out 8,820 inspections in 1,500 establishments in the Region, which is 440 percent more than in previous campaigns.

As reported by counselor Juan Hernández, "this increase in inspections is due to the fact that now, with administrative simplification, the bureaucratic burden of reviewing file documents is eliminated, so inspectors can go out more." .

The counselor stated that "with the inspections, business owners are made aware of the responsibility acquired as a result of administrative simplification and surveillance of the proper use of public funds intended for the promotion of energy efficiency and renewable energies is increased."

Regarding the sanctions, he explained that the regulations establish that the inaccuracy, falsehood or omission in any data, or statement regarding compliance with the required requirements indicated in the responsible declaration or the communication provided by the interested parties and the performance of the activity without having made the responsible communication or declaration when any of them are mandatory, are classified as faults.

The amount of sanctions varies depending on the type of violations. Thus, minor ones carry a fine of up to 30,000 euros in the mining regime, for lack of collaboration with the Administration.
The serious ones involve fines that can reach 300,000 euros in the mining regime, in terms of maintenance defects.

Public premises and industrial estates will be subject to inspection

Very serious infractions would entail a fine of 90,151 euros in industrial safety and up to 1,000,000 euros in the mining regime, after an accident or repeat offenses.

The inspections that will be carried out in this plan are of two types, audits by sectors and sampling. The audits are carried out on existing facilities, and the General Directorate of Energy will influence public premises (large shopping centers) and industrial estates. Here it is planned to carry out 2,435 inspections related to industrial safety and 277 to mining safety.

Regarding sampling, a total of 6,108 inspections will be carried out, of which 4,000 will be on the documentary control of responsible declarations, 1,012 in relation to procedures subject to prior administrative authorization and 410 on measuring instruments.

In addition to 93 related to subsidies given this year, 395 to control mining authorizations, 30 on energy certifications of buildings, 140 related to the control of subsidies from Feder funds and 28 in 'Seveso' establishments, that is, in facilities in which You work with sensitive materials and where serious accidents could occur.
