This is a line of participatory loans aimed at the growth of innovative companies or with innovative projects.
From the 14th of last October, and until the end of the year (unless the budget of the Call had been previously exhausted), the pymes that take the form of commercial companies, whose activity object of the project is located in the Autonomous Community of Murcia and of any sector of activity, with the exception of those expressly excluded, may request the granting of loans participative loans to innovative companies or recently created innovative projects to promote the growth and consolidation of these companies, as a measure to promote economic development and job creation in the Region of Murcia

Companies dedicated to:
- The manufacture of weapons, weapons and ammunition, military or police equipment or infrastructures and equipment or infrastructures intended to limit individual rights or the freedom of persons (that is, prisons and detention centers of all kinds) or that violate human rights;
- Games of chance and the corresponding material;
- The manufacture, transformation or distribution of tobacco;
- Activities involving the use of live animals for scientific experimental purposes to the extent that compliance with the "European Convention on the Protection of Vertebrate Animals Used for Experimental and Other Scientific Purposes" cannot be guaranteed;
- Activities whose impact on the environment can only be mitigated or compensated to a very small extent (see also section 3 on compliance with EU directives and national environmental laws);
- Controversial activities for ethical or moral reasons or prohibited by national legislation, for example research on the cloning of human beings;
- Activities whose sole purpose is real estate promotion;
- Purely financial activities, for example trading with financial instruments.

If a company operates in any of the excluded activity sectors, and also in other different ones, it may receive financing under this Agreement for these, provided that it is possible to guarantee through the separation of activities and the distinction of costs, that the activities of the excluded sectors do not benefit, in any way, from the financing that they may receive for the non-excluded activities.

The companies must have at least one work center in the Region of Murcia, and the project financed by the loan granted must be carried out in the work centers located in the Region.
The maximum age of the company, at the time of filing the application, may not exceed 3 years from the date of its constitution.
The company must have positive net worth and turnover for at least 6 months from the date of incorporation.
Financial holding companies whose only economic activity is owning or managing a portfolio of holdings and/or investments in other companies, and leasing companies linked to certain manufacturers they will not be eligible.
They may not be considered as beneficiaries companies in a crisis situation, according to the definition established in art. 2.18 Regulation (EC) No. 651/2014 of the Commission, of June 17, 2014, and especially those that are involved in a bankruptcy procedure or meet the requirements for a creditor to be able to request the necessary bankruptcy.
Fundable projects and actions.
- Projects included in a business plan or business project, aimed at the growth of innovative companies or with innovative projects, will be financed.
- The project must have innovative characteristics. In other words, the product or service that the company develops or offers must be new to the market or represent, with respect to what already exists, a novelty in its characteristics or in the use for which it is intended. It is also considered an innovative project that is implemented or developed in the company itself and that represents new or differentiated business management models, not considering eligible a company whose products or services do not present significant differentiation compared to a majority of competitors, or whose management models are widely applied among said competitors. Of special relevance will be those companies that operate in advanced emerging technological sectors, identified by the Regional Research and Innovation Strategy for intelligent specialization (RIS3) of Murcia.
- The financed expenses must be contracted and paid directly between the beneficiary of the loan and the final provider. Suppliers may not be linked to the requesting entity or to the members of its governing or managing bodies.
- The investments and expenses that can be financed with the participatory loan will be those actually made by the beneficiaries contemplated in the project approved in the concession resolution, and the following items will be considered financeable:
a) The acquisition, renewal or expansion of tangible assets other than land.
b) Intangible assets, which may include:
– Computer applications and acquisitions of intellectual and industrial property, including manufacturing licenses or technical knowledge provided that they meet the requirements: (i) are used exclusively in the establishment that is the object of the loan, (ii) are considered elements of depreciable assets, ( iii) are acquired from third parties under market conditions, and (iv) appear in the assets of the company.
– R&D expenses including fees, development expenses and gross salaries directly related to the research, development and innovation components.
c) Working capital needs in the medium and long term as defined below.
The financing object of this Line can be used to provide a stable working capital base that allows the final beneficiaries to finance the obligations derived from their commercial cycle, as part of their normal activities. Funded categories may include, but are not limited to, funds needed to pay for raw materials and other manufacturing inputs, labor, inventory, and overhead costs, and funds to finance customer accounts receivable (customer accounts for sales and service benefits). services and other debtors). The expenses associated with the Internationalization Plan of companies for the opening of new markets or the introduction of new products in already existing international markets and the development of the marketing and sales plan will be included in the working capital needs.
Deadline for carrying out actions: The project and the approved costs contained in the submitted Business Plan may be carried out from 3 months before the loan request date and up to a maximum of three years from the loan request date.
minimum budget: The approved eligible project and cost may not be less than €25,000.
Financing characteristics: Financing is instrumented through participatory loans and the maximum amount of the loan may reach 100 % of the eligible costs of the project with a minimum amount of financing per beneficiary of €25,000 and a maximum of €300,000.
repayment term: 6 years maximums, including a grace period of up to 50% of the total term, with a maximum of 2 years. The minimum term for granting the loan will be 2 years.
