The Union of Professionals and Self-Employed Workers has submitted a proposal to the Government for special assistance so that self-employed workers over 52 years of age, who are forced to close their businesses, can have some income.
The Union of Self-Employed Professionals (UPTA) has proposed a special subsidy for those over 52 years of age for cessation of activity. According to the proposal, in order for these self-employed workers to be able to apply for the subsidy, they must be over 52 years of age on the date on which their unemployment benefit or aid runs out.
This aid must be compatible with other aid, although one of the requirements set by UPTA for self-employed workers to obtain this aid is that they do not have gross annual income greater than 75% of the Interprofessional Minimum Wage, so their income should not exceed 712 euros per month.
Have 15 years of contributions
The years of contributions to Social Security are also another of the requirements to access this benefit. In this sense, you must have contributed to Social Security for at least 15 years, two of which must be included in the last 15. According to UPTA, it is essential to have at least 6 years of unemployment contributions in the general regime throughout your working life and the self-employed person must be registered as a job seeker uninterruptedly since the benefit ended, although periods of activity of less than three months are allowed.
The amount of the benefit will be 80% of the IPREM, that is, 430.27 euros, and the social security contribution will be 125% of the minimum base established at any given time.
The requirements also include the option of having paid contributions, through the specific system of protection for cessation of activity, for at least 12 months during their registration in the RETA, something that must be for 13 months from December 28, 2020. They must also have been beneficiaries of the benefit for cessation of activity for at least 4 months and have consumed it.
Equivalent to the benefit of employees
The proposal put forward by UPTA makes the cessation of activity benefit for self-employed workers a model equivalent to the unemployment benefit for employees.
Likewise, UPTA explains the need for a subsidy of this nature for those over 52 years of age because “in many cases we are talking about self-employed workers who come from the weakest sectors of the economy, such as agriculture, maritime activities or retail trade, which have suffered the effects of the crisis the hardest”, which is why they point to the need for this type of benefit to help them in their activity.
