The Ministry of Labor is working to create a single benefit of 452 euros and eliminate protection for groups not coming from employment, such as returning emigrants or people released from prison
The Government is preparing a rule to simplify and organize the current regulation of unemployment benefits, which would contemplate the creation of a single unemployment protection benefit of 452 euros and changes in the protection coverage, since they will foreseeably cease to be entitled to subsidy for people who have never contributed.
This appears in the text launched by the Ministry of Labor for public consultation for the preparation of a project to modify the General Law of Social Security for the simplification and improvement of the level of unemployment assistance.
The text establishes that unemployment protection at the assistance level will provide coverage to two groups: people who do not prove sufficient contributions to access the contributory benefit; and people who have exhausted the contributory benefit and remain unemployed. Furthermore, it makes it clear that “that offered until now to groups not coming from employment will no longer be considered unemployment protection.”
Currently, if you have never worked, even if you are looking for a job, to be entitled to the contributory unemployment benefit you must have contributed to unemployment for at least 360 days in the last 6 years, although there are some situations in which people Workers can have access to unemployment benefits, even if they have not previously worked in Spain.
Of course, a series of requirements must be met, such as being a person released from prison, being an emigrant returning to Spain or losing a permanent total, absolute or major disability pension due to improvement in their health.
The aid is granted for six months, extendable for another two periods of equal duration, up to a maximum of 18 months, if the requirements are maintained, and the amount received is 80% of the Multiple Effects Public Income Indicator (IPREM). monthly in force at any given time, currently about 451.92 euros.
Single benefit of 452 euros from 2022
The text of the future legislative project includes the creation of a complementary benefit to the contributory unemployment benefit. Sources from the Ministry confirm that this is a one-time benefit of around 452 euros (80% of the IPREM), which will not entail a Social Security contribution, and that it was already included in reform 10 of component 23 of the Transformation, Recovery and Resilience Plan. .
The reform is aimed at replacing the level of unemployment protection assistance, regulated in the General Social Security Law and in the Active Income Insertion (RAI) and Extraordinary Unemployment Subsidy (SED) programs, integrating them into a new, complementary benefit. of contributory protection, which protects the situation of transition to employment.
An attempt would be made to integrate into the ordinary depletion subsidy the extraordinary modalities that have been created at different times, in coordination with the development of the IMV, which includes the increase in its beneficiaries and the development of inclusion itineraries.
As requirements for accessing and maintaining the benefit, accreditation of lack of individual income and, in some cases, family responsibilities and the commitment to and compliance with a personalized employment itinerary (IPE) before the competent public employment service are required. The duration of the subsidy will depend on the age, family circumstances and the duration of the benefit exhausted with the aim of extending the current maximum period of the ordinary subsidy, incorporating the extensions of the extraordinary subsidies still in force.
In any case, these are reforms still in their germination period, which will be subject to modifications, but which do mark the intentions of the Ministry of Labor.
