The aid from the Employment Activation Program, PAE, has been extended until May 1, 2018 and its requirements have recently been modified by Royal Decree-Law 7/2017 (published in the BOE on April 28, 2017).
He Employment Activation Program (PAE) It is an aid of 426 euros per month for 6 months, which was launched in January 2015 as a last resort for long-term unemployed people with family responsibilities who had exhausted all possible aid.
New requirements to apply for the PAE (April 2017)
To apply for this aid, it is necessary to meet the following requirements (updated according to Royal Decree-Law 7/2017):
Be unemployed and registered as a job seeker on 1 May 2017. The Royal Decree-Law includes a transitional provision indicating that those who were not registered as job seekers on 1 May 2017 but were registered as job seekers on 1 December 2014 or 1 April 2016 may also join the programme, provided they meet the other requirements.
Being long-term unemployed. That is, having been registered as a job seeker for at least 270 days within the 18 months prior to the date on which the aid is requested.
Have family responsibilities (have a spouse or children under 26 years of age or with disabilities under your care).
Not being entitled to other unemployment benefits, subsidies or aid.
Having previously exhausted one of these unemployment benefits: a contributory benefit, or an unemployment subsidy or one of the extraordinary benefits, such as PRODI, the Prepara Plan or the Active Insertion Income (RAI) (it is enough to have exhausted just one of the RAI annual payments). To apply for the PAE, at least one month must pass since the exhaustion of one of these benefits (this is the waiting month). This does not mean that the PAE must necessarily be requested within the month following the exhaustion of one of the benefits, but that one month is the minimum time that must pass. As long as the rest of the requirements are met, the PAE can be requested even if several months have passed since the exhaustion of the last benefit received.
That the job that gave rise to receiving the last of the previous aids was for another person and that it had been lost for involuntary reasons, for example, due to the company's will (dismissal, end of contract, failure to pass the probationary period, etc.). If work was carried out since the last aid received was exhausted, this job must have ceased involuntarily. This requirement prevents those who have ceased their last job due to resignation or voluntary resignation from applying for the aid.
That the applicant does not exceed the income deficiency limit. That is, that whoever is going to apply for this aid does not have personal income greater than 75% of the minimum interprofessional salary in 2017, that is, 530.78 euros gross per month of income.
The family unit, on average, must not exceed the income deficiency limit. The income of the members of the family unit (applicant, spouse, children under 26 years of age or with disabilities) must be added together and divided by the number of family members, and the result cannot exceed 530.78 euros gross per month.
Sign the activity commitment. According to this activity commitment, during the month following the application, an Active Job Search must be carried out.
During the entire period of receiving aid, suitable job offers may not be rejected and the applicant must participate in training courses and activation activities to which he or she is called.
Not receiving a social wage, guaranteed income, minimum insertion income, or similar aid from the Autonomous Communities and Municipalities. If any of these aids were received, at least one month must have passed since they ran out.
These requirements must not only be met at the time of applying for the aid, but also throughout the entire period in which it is received. Failure to do so will result in the loss of the aid.
Incompatibilities
In addition to the requirements, it must be taken into account that during the time that the aid is received there are a series of incompatibilities:
The applicant or the family unit may not have income that would cause them to exceed the income limits.
No benefits, unemployment subsidies or agricultural income can be received
It will not be possible to receive a pension or a Social Security benefit that is incompatible with work.
Working for more than 5 months, self-employed or employed
Receive social wages or similar social assistance benefits.
How to apply for the Employment Activation Program
If you have recently exhausted unemployment benefits (contributory benefits, unemployment subsidies, Prepara Plan, or RAI), you must wait a month before applying for the PAE, this is called the “waiting month”.
This aid is requested at the Employment Offices, always by making an appointment, and the following documentation must be presented:
The application form is the official form, which can be downloaded from the SEPE website (not yet available in an updated version) or requested at the employment office itself.
Identification document. Both for the person requesting assistance and for the family members indicated in the application. It will not be necessary to provide a copy, just show them. In the case of Spaniards, a DNI will be necessary, and in the case of foreigners, a NIE and passport.
Bank document indicating the account where the aid will be received.
Other supporting documents requested by the employment office, such as proof of income (payslips, tax returns, etc.).
From the date of submission of the application, there is a period of one month to prove that at least three active job search actions (BAE) have been carried out. This is done by submitting the Active Search Declaration Form (BAE), indicating the job search actions carried out in the month following the submission of the application. This document (pdf) must be submitted to the employment office within 10 days from the end of the month of job search.
How is Active Job Search (BAE) carried out?
From the moment the application for aid is submitted, the unemployed person has one month to prove that he or she has carried out an Active Job Search. It must be demonstrated that in that month at least 3 active job search actions have been carried out, among the following:
Self-employed or employed
Send or present 3 CVs to 3 different companies (therefore 9 sealed CVs can be submitted)
Conducting a job interview
Register with an authorized placement agency
